A local, source-grounded civic intelligence prototype developed by X7. It answers from approved documents, cites its sources, and says so plainly when it does not have enough information.
The local retrieval-augmented runtime has been restored and verified as a sovereign prototype. The current verified live-proof baseline is the Singapore benchmark.
Cardiff material is being assembled and verified toward full council-domain coverage. We describe this status plainly and never present staged material as a finished, live service.
AI inference and retrieval run locally on X7's own hardware. No private or Cardiff data is sent to a public cloud model, and local operation has been rehearsed with the network link pulled.
Dr Albert is decision-support, not a decision-maker. Every output is meant to be reviewed by a person before it informs a decision.
This public website is static and never connects to live retrieval. The council application is private, access-controlled and department-filtered. See Boundary.
